Curio Item Antique Vintage Bronze Spike Measure Or Key ?

On offer here is a Curio item. I have spoken to a few antique dealers that I know and we all have different ideas but we have been unable to confirm the exact use of this object.
One idea is that it is a military or mining key of some form with a large lip on the end and the groove, being made of bronze it wouldn’t cause a spark so it could be used as a powder measure or sorts.
we have also had the idea that it is nautical, the bronze it as wouldn’t rust and it was used as a grain or powder measure on a ship.
